We are two years behind in housing production. Not keeping up with population and job growth has exacerbated the upward pressure on housing costs. We need to address the housing backlog soon to soften the impact on home prices and rents. People who would like to live close to their jobs in our communities are being pushed further out and spend hours commuting. In much of our region, the wage gains workers may win in their contracts lag far behind the increasing costs they confront when they rent or try to purchase a home.
By coming to an agreement on contract terms and immediately supporting affordable housing projects to move forward urgently, employers and unions can play a crucial role in creating more desperately needed housing.

July 23, at am August 9, at am I have spent enough time searching the Internet and trying all of said solutions to know with certainty that my problem lies in drivers, and I will NOT reinstall Windows unless I am sure that there is no way to replace them.
By "installed my hard drive in a new computer", did you reinstall Windows or did you just try to use the old installation? If you did not install Windows 7 fresh on the new system, it is likely many drivers are not compatible with the new hardware.
One way to transfer the drive would have been to perform Sysprep before removing it from the old system. You could try the following but it may not be applicable. Is your new motherboard set to ACHI?
