If that's all it does then that's ridiculous as you can just set the shading rate individually anyway. There must be more to it than that. The LODs are extended as are a few textures, you can set extreme and still have shader rate of 1.

Really its minor graphical change. Turn them both on together and it is difficult to tell the two apart, especially when images are whizzing by in a fast paced game.
